Interesting idea. Would that mean that gays would have to pay for their own AIDS treatment? Would alcoholics be responsible for their own medical care and treatment. Why should everybody have to incur the cost of delivering babies. Shouldn't pregnant women be responsible for that ;-) Of course, we've seen what a wonderful job the govt did with smokers. They coerced billions of dollars from the tobacco companies and are using it wisely to pay for treatment and health programs for the smokers (not).
