Phony Baloney "news" banned for 1 year

The new provision bans the use of taxpayer dollars for producing the propaganda/marketing releases, which often resemble news segments, unless they include a written or audible notice.

I know your first question is, why are they only banned for 1 year. And I know your second question is, why were phony baloney "news" segments legal in the first place.
